Projects in Design

When a project has been approved in the budget by the City Council, it moves from the Capital Improvement Plan (CIP) list into the active Design phase.  The Design phase is an exploratory process where City staff identifies key elements of the project, researches information needed to implement the project, hires and Engineering firm to lead the design team and solicits public input.

The design of a project is a very important first step to identify construction elements to promote the timely delivery of the project with as little impact to neighboring properties as possible.

A Project Manager (PM) is assigned to each project on the CIP list.  The PM is the point of contact for the public and is responsible for guiding the engineering firm through the design process until a complete set of plans are approved by the City.

As the plans are developed, they go through phases of completion.  These phases are known as:

  • 15% plans (conceptual)
  • 30% plans (preliminary design)
  •  60% plans (design development)
  • 90% plans (pre-final design)
  • 100% plans (completed final design)

Public input on the design of a project is typically done around the 30%-60% plan phases.  A community open house meeting may be held by the City and design engineer to explain the project, answer questions and get input from the public.  By this time, enough information is known about the project to answer questions and have a good understanding of the needs of the project.

    The project will replace approximately 15,600 Lineal Feet (LF) of 24-inch to 48-inch gravity sewer trunk and branch mains near the Airport in the north Prescott area. The project will begin at the Airport Water Reclamation Facility and will run southerly to the Northern edge of the Granite Dells. Results of the Sewer Model Report and Centralization Analysis, determined that the existing Airport Trunk Main needs to be upsized for current flow demands and for the centralized build out scenario. This project is the 5th of 10 projects that will complete centralization of the Wastewater Treatment process. Centralization, when completed will combine all wastewater treatment processes at the Airport Water Reclamation Facility and decommission the Sundog Wastewater Treatment Plant.

    This project is to design and drill a new production/recovery well based on the City’s Well Development Plan. The well site is anticipated to be located near the APS Solar Power Station located on City Parcel #103-01-023. The City intends to employ a Design/Build project delivery process, the primary objective is to bring the best available construction experience and expertise together to meet the project demands.

    Dameron Drive pavement will be reconstructed from Hillside Avenue to Comfort Avenue. Curb and sidewalk will not be removed in the northern portion. Roll curb will be added on Dameron Drive from Brannen Avenue to Comfort Avenue.

    Home Street will receive new pavement with drainage improvements and rolled curb. Lincoln Avenue from Home Street to Comfort Avenue will receive a new roll curb on the west side which should help direct storm water flow to Comfort Avenue.

    The project consists of various drainage improvements associated with street drainage and neighborhood concerns regarding drainage. The following locations are included in the project:
    Alarcon Alley #1 between Aubrey St. south to Lereaux St. – Project is to address drainage and sediment concerns associated with the alley.                                            Robinson Drive Storm Drain off Hill Crest Lane. A new storm drain will be installed to convey drainage into the Robinson Drive storm drain system. The alleys in the area will be paved with the project.
    915 Country Club Drive – Re-design the driveway (which has been elevated over the years with pavement overlays) and drainage along the side of the road.
    Divinity Circle – Remove and repave the cul-de-sac. The road is failing and drainage is currently ponding in the road during storm events.
    1816 Boardwalk Avenue – reinstall scupper drain to low point of the road. Currently, the scupper drain is not in the low point of the road and drainage jumps the curbing causing erosion damage near a culvert the City maintains.
    5587 Goldenrod Way – Repair erosion hazard and re-install an outlet structure that has been undermined.
    Samaritan Way between Lakeview Road and Magnolia Lane -Grated drains are failing along the side of the road and the road in the area is deteriorating. The project will reinstall new catch basins and remove poor pavement sections before repaving the road.
    Thumb Butte Road between 1803 and 1717 – Add curbing along the south side of the road, to prevent drainage from flooding adjoining property.

    This project will design and construct new water main infrastructure to replace the undersized and aged water mains located in the Mile High area. This area is located in the Mile High Park Addition which includes Mile High Drive, Rose Garden Cove, Keen Street and Paar Drive. Approximately 2,790 LF of various size water mains will be replaced in this location.

    The project is located along Karen Drive, Terrace Drive, Juniper Drive and Old Senator Highway. Approximately 5,000 LF of under size water mains will be replaced in this area.

    The Goodwin Street Improvements Project generally consists of constructing roadway, drainage, streetscaping and pedestrian access improvements along Goodwin Street from Summit Street east to Marina Street, and along Summit between Goodwin and Hill Streets. Improvements will also include water, sewer and the addition of storm drains are also included.

    The bridge on Overland Trail crossing Government Canyon is in substandard condition and requires replacement. Through an Intergovernmental Agreement the Arizona Department of Transportation is funding the majority of the bridge replacement and administering the design work and future construction.

    The Hope Street Improvements Project generally consists of constructing roadway, drainage improvements and water main replacement on Hope Street from White Spar Road to Warne Street. Additional improvements include replacing the water main on Warne Street to loop into Hope Street.

    The project will remove two aged lift stations (1958) from the collection system by extending approximately 1,500 LF of new 8-inch gravity sewer mains to serve the City parcels located on Mingus, Douglas and Delano Avenues. The existing force mains will be drained and plugged, and the existing wet wells, pumps, and electrical equipment will be removed as part of the project.

    The project was identified by the Wastewater Model as a project that will increase operational efficiency of the wastewater collection system. At the completion of this project, the wastewater operations group will have two less lift stations to operate and maintain.

    The N. Washington Avenue/Churchill Street Reconstruction Project generally consists of constructing roadway improvements on N. Washington Avenue from Churchill Street to Sheldon Street, and on Churchill Street from N. Washington Avenue to Arizona Avenue.

    The Penn Avenue/Eastwood Drive Improvements Project generally consists of constructing roadway improvements on Penn Avenue from Gurley Street to Carleton Street; Eastwood Drive from Carleton Street to Nevada Drive; Nevada Drive up to Devereaux Drive; and all cul-de-sacs west of Eastwood. The project will include pavement reconstruction, water and sewer system upgrades, a new storm drain system in Eastwood Drive, Acker Park Trailhead improvements, a regional storm detention system, and improved open space access.

    The Robinson Drive Improvements Project generally consists of the reconstruction of Robinson Drive from Gurley Street to the County boundary south of Newport Drive, including water, sewer, and drainage improvements.

    The S. Washington Avenue/Goodwin Street Improvements generally consists of constructing roadway and pedestrian access improvements along E. Goodwin Street from S. Mt. Vernon Avenue to Penn Avenue, and along S. Washington Avenue from Gurley Street to the southerly termination of S. Washington Avenue. The project will include new curb and sidewalk installations as well as water, sewer and drainage will be uprades.

    The Summit Avenue/McCormick/Beach Street Improvements Project generally consists of reconstructing the severely deteriorated concrete roadway with new asphalt pavement. The project will change Beach Street to a one way street from McCormick west towards Summit. New water and sewer upgrades are also included. The project will also include new storm drain improvements. Curb, sidewalk, and landscape improvements will be included as needed.

    The project generally consists of replacing the aged and undersized water main and reconstructing the severely deteriorated pavement on Sundog Ranch Road from Prescott Lakes Parkway to the Yavapai Tribe boundary near Yavpe Connector.

    Due to budgetary constraints, the project will be designed and constructed in two phases, the first phase being the water main replacement.

    The project is to direct additional sewer flows from the Sundog Wastewater Treatment Plant to the Airport Water Reclamation Facility. The project includes the construction of a new force main from a proposed lift station at the Veteran’s Administration Hospital Grounds north along Highway 89 to the northeast corner of Highway 89 and Prescott Lakes Parkway. The new force main will tie into the Sundog Trunk Main Phase A, which will be completed prior to beginning this project.

    The Phase C Trunk Main will replace aging, undersized and failing clay and PVC pipe. The sewer main replacement project will reduce sanitary sewer overflows, reduce operations and maintenance costs, remove portions of the sewer system outside of the floodplain, and will complete the overall Sundog Trunk Main Project towards Centralization. The project is anticipated to replace approximately 12,000 lineal feet of 12-inch through 30-inch diameter gravity sewer main at the following locations.

    1. From the intersection of Miller Valley Road and Brannen Avenue, southward on Miller Valley Road, along Miller Creek to a point just east of Miller Creek low water crossing on Lincoln Avenue.

    2. Starting at the eastern end of Sonora Drive, along the edge of Granite Creek under the La Guardia Bridge (Montezuma Street), through Granite Creek Park, across 6th Street and down Henry Street, parallel to E-Z Street, within the Yavapai Prescott Indian Tribe land (YPIT) and then through Veterans Administration (VA) land generally following the old Peavine railroad alignment to a connection designed in the Phase B Project at the southeastern edge of the VA solar Field.

    3. Branch connections to connect sewer mains that currently outfall into the existing sewer trunk main.

    The project will also include approximately 1,600 linear feet of 12-inch water main replacement at the following locations:

    The intersection of Miller Valley Road and Lincoln Avenue up to a point 80 feet north of the Miller Creek low water crossing on Lincoln Avenue.

    This project will consist of design and replacement of the City of Prescott water booster facility (buildings, boosters, electrical, controls) located in the Town of Chino Valley. The new intermediate pump station, tanks and pipeline will reduce pipeline pressure and provide additional tank storage closer to Prescott. It is anticipated that there will be approximately 8-10MG of storage at the facility. The project will coordinate with upgrades to the Chino Valley pumping facility to adjust for lower operating pressures at the Chino Valley Facility.

    This project will consist of relocating the existing Zone 7 pump station that feeds pressure zones east of Prescott Lakes Parkway, eastward to the new 1.5 MG water storage tank for pressure Zone 56, and relocated and upgraded to meet existing and future domestic and fire flow demands for this area. This project would include installation of new pumps, associated controls and appurtenances, and an above-ground building enclosure. This project would be constructed concurrent with the installation of the new Zone 56 1.5 MG tank and piping.

    This project will include replacement of the existing Zone 16 Tank inside the Hidden Valley Ranch subdivision with a new 250,000 gallon tank, including tank access road improvements, upsizing of the water main in Haisley Road from Senator Highway to Valley Ranch Circle, increasing the capacity of the Virginia Pump Station, and upsizing of the water main from the termination of South Virginia Street to the Prescott Community Church property. The project will provide improved water delivery and increased fire protection to the area. Haisley Road between Senator Highway and Valley Ranch Circle will also be reconstructed concurrently with the water line improvements.

    The Zone 24 & Zone 27 Water Main Piping Replacement Project will consist of various water distribution main improvements within water system Pressure Zone 24 and Zone 27 in the western part of Prescott. The project will include the installation of a new 12-inch water main from the Thumb Butte Drive and Sherwood Road intersection to the new Zone 27 Reservoir on Skyline Drive, and a new 12-inch water main from the Zone 24 Reservoir at Lookout Lane to the new Zone 27 Reservoir.

    The project generally consists of replacing two existing 200,000 gallon water storage tanks with a single 1.5 million gallon water storage tank. The project includes replacing the existing Mingus Pump Station to meet demands and upsize the pipeline between the pump station and the new tank.

    The Zone 56 Tank and Piping Project generally consists of constructing a new partially buried 1.5 million gallon pre-stressed concrete tank to be located north of Highway 69 west of York Motors. This tank will replace the existing 100,000 gallon welded steel tank located in Prescott Canyon Estates. An additional project element will include removing and replacing approximately 4,300 lineal feet of existing 8-inch CIP water line with a new 16-inch DIP water line.
